Seven round plug but no brake controller?

Hey guys, I inherited a 97 4Dr Tahoe with 60k not long ago, and I'm confused about adding a brake controller.

I believe it came factory with the hitch and a seven round plug. My grandma bought it new and didn't do any towing so I'm sure she didn't have it installed later.

Some places I have read that some are pre wired for a controller and some are not. if it has the seven round shouldn't it be brake controller ready ?

I take it then that just because it had a factory installed 7 round doesn't mean its controller ready.

I thought 7 round was only used for trailers with brakes? Otherwise wouldn't it of been wired with a 4 flat?

The wiring provisions are there but you must supply the hardware to make it functional.
