Should there be any movement in the tie rod of a 2008 tahoe?

what kinda movement if you suspect you have a worn tie rod jack up the wheel the tie rod is attached when the weight is off the wheel try to move it side to side and see if there is any play there shouldnt be any

I believe the correct way to check you tie rods is to, leave it on the ground.
Have a helper turn the steering wheel side to side about a quarter turn (the engine does not need to be running) and look for side to side movement in the tie rod ends.
You will notice that the tie rods will move and the wheels will not or the wheels will start to move slightly after you turn the wheel.
