Tow/haul wire

I pulled my dash apart to get to the orange wire and it looks fine. For those of you who fixed this, did you have to splice open the orange insulation to expose the 2 thin wires to identify where it is broken, or was the orange insulation broken?

Wires can be broken inside the insulation. Tug gently on the wires in various spots if its broken the insulation will stretch or break.

Also broken wires can be folded over while intact wires will resist being folded
