Tow hooks

Hello everyone. I removed my tow hooks a few months ago to refinish and I can't remember where the spacers go in reference to the hooks? On top or underneath? Can someone take a look for me? Thank you.

I have a 97, I see no spacer. There is a bar nut, it goes inside the frame rail.

no problem. I actually started typing some other answer and remembered my suburban had them so I actually went and looked. Not sure it matters by the hooks curve outward.

I miss my hooks. Had to remove them to install the plow mount =(
