Using 35w for low beam and 55w for high beam?

I was wondering if I could use 35w 8000k hids for low beam and 55w 8000k for high beams, then running 35w 8000k fogs. I wondering if that would work, so I could I wouldn't blind people as much driving but I can still get the brightness using high beams, I would imagine it would work, just dont want to waste money and it not work.

do you have projectors ? if no get you some, any kind of HIDs without projectors will blind people at night. is like running spot lights instead of headlights.
