Volt Gauge

The volt gauge is pinned all the way to the right when the car is on. I had the battery and alternator tested and they test OK. How can I test the gauge? How do you fix just the volt gauge in the cluster?

It is a 2004 Z71 Tahoe

Dennis, you can check gauge, but could be stepper motor on cluster itself.
