i have discovered that i have a leak in my washer fluid line, and its in the worst possible place, in the cowl:emotions122:

how do i get in there to fix it?

also is it normal for my washer fluid pump to shut off everytime the wipers get to the bottom of the winshield before they go back up again?

unknown at this time.
you can remove the wiper and under the screws holding down the cowl for access. and according to the wiring diagram it is entirely possible it will act the way you say.

I'll bet you it's a fitting that came apart and is pumping all the fluid straight out. And on mine the pump stops when the wiper arms get to the bottom of their cycle while I'm washing the windshield.
