It comes and goes abruptly? Maybe the A/C compressor cycling?

Or at least open the hood and use an ear to try and pinpoint an area it's coming from.

My bet is tensioner pulley

sounds normal to me I don't think the video caught any kind of metronome sound, certainly no tick or click or nothing like that heard at all

No, it seems to be all the time while engine is running. It’s winter rn.

Running the HVAC on defrost usually runs the compressor to help take the moisture out of the air

Couple things to rule out something on the belt drive. With it idling spray some water on the belt, if it gets quiet it might be actual belt. If not back off the tensioner and get the belt off the crank pulley, start it up and listen for a few seconds. If the noise is still there you've eliminated anything on the belt driven parts.
