There's 2 different rubber "seals" on these. The inner one is the actual seal and this outer one is just a rubber mount surface to protect the paint.

The worm drive clamps I have on my external trans filter setup would leak during the winter and I would have to tighten them. That's why I switched them over to spring clamps

First off, is the vehicle not in the US? Is it an ex PPV/SSV (police or special service) model? If so, it may not have the BCM programed for DRL.
Also I believe there is a fuse in the engine compartment fuse box for DRL

Maybe it had something to do with securing engine when shipping/transporting from the engine plant to the truck plant.
Or maybe when installing the engine to the frame.
Could just be some type of harmonic dampener to stop a NVH (noise/vibration/harshness) when the engine reaches a certain rpm...

Do you still have your old housings? If so, plug one of them in and see if it works or not. It doesn't have to be the one that was cracked/corroded and didn't work, plug the good one in and see if the "control modual" recognizes it
I ordered mine from chinacardiag or something like that and didn't have to do anything concerning shipping/customs. I was shipped DHL and I had it in about a week. This was also 5-6 years ago, so things may have changed.
Find a cheap, older camping trailer to leave up there for something to stay in instead of building a shack.
