    To me, since your truck is white/a light color, blacking out that lower piece is going to make it "disappear" by contrast. I think it'll look like your bumper comes way up under your grill. Personally, I want my front-end to look as low as it is. This is all MY opinion, and you might not see it...

    Personally, I think the chrome there visually pulls the front bumper closer to the ground -- and that it could look like the bumper is missing altogether if you blacked it out. Now, painting it white might look good. But I wouldn't black it out, personally.
