No high beams

So I just picked up a 2011 Tahoe ppv. All the lights work but when you push or pull on the stalk i have no high beams. Verified the bulbs are good and have power coming in and out of the fuses. Each time I pull or push the stalk you can hear the relay in the bottom of the fuse box.
also check the pigtails with the test light not getting any current.

Check in front of the right wheel well if there is a flasher installed.

No did not see one . But I will take another look tomorrow. I trace the wires back from the pigtails did not see any interruptions in the loom or anything.

So I pulled the cover off of the steer column did not see any add-ons cut wires or etc.
So I am assuming it is in between the fuse box under the hood and and where are the two pigtails tee. But anyway here are some pics

also.i have a issue were i get no sound when i hit the lock and unlock button
