I used to work on these when we rented them. They were my favorite things to play with. We didn't have tracked ones though. We would send the tires out to get foam filled. You can ride them standing backwards too.

Where do tires get foam filled?

cig lighter and battery platformSnap On, etc..... Depends on what your needs are and your budget. How much room you have to move it around. How much height you need to have your tools close to your hand.... How heavy you need it.... Plastic or steel.... Quality of the wheels. How wide? A cup holder?
( Did I miss something?? He never described what sort of " tool cart" he needs)
