If it's not within warranty I would recommend finding a known good smaller shop. If you can't do the work yourself for a job costing this much I would get multiple quotes if of course you don't know of a shop that does great work.

Thats why I question the oil. All the vehicles I've had the pressure has stayed the same from the first start up on a fresh oil change to the last one before it was changed again.
Your scan tool is only going to tell you what your sensor is reading. It doesn't have its own source to get that data from. It is a good way to see if your gauges are recording accurately from what your sensor is reading though.

I'd take the driveshaft off. See if the tires will spin then. If they still don't then pop the rear end cover off and see what's broken/locked up.
If they do spin with the driveshaft removed then you most likely have a transmission problem.
I cant help with what one you need but personally I'd stay away from Amazon and ebay for parts that need to be oem. Way too many people out there making cheap knockoffs and passing them off as the real thing.
The 33s aren't helping but just them alone won't hurt the mpg too much.
Just my opinion but never go off what someone else says for mpg and expect to get the same. Way too many variables for mpg's unless the person telling you drives the same exact roads as you at the same speed, accelerates...
If you don't put on that many miles during your "winter" days/months I wouldn't worry too much about winter tires. If you have the extra cash go for it otherwise just make sure your tires have good tread. Weight always helps.
I'd also get the updated (tsb on it) thermostat or delete it all together. If you don't I would be changing your fluid a lot more often. It's probably overkill but I change my fluid every year on the 2 auto transmission vehicles I have.
I'd definitely get proof in writing how much they add. When you add some get pictures of level on dipstick and mileage for proof to show them.
To me it's not normal even 1 quart every 1k miles is too much on a motor with that low of miles.
How bad is the rust? Rusted out or just surface? In most cases the rust starts on the inside and works its way to the exterior so if it is just surface rust it won't be long til it's rusted through.
