Oil Pump bolts are only 18 lb-ft I believe, must have been WAY off to snap one of those bolts...been using Harbor Freight torque wrench for years and never had an issue (not even the ICON mentioned below, but the cheapest one they had)....multiple independent tests have shown the Harbor Freight...
gonna be hard to find a 12+ year old 5.3 with lower miles...since you recently did your heads anyways I think going with the shortblock would be a good way to go...or you could always look for an LS1, they would be much easier to find lower mileage out of a C5 but they will cost a premium...
best bet would be parting it out, intake/TB would be ~$200, Heads ~$300, Shortblock ~$300 (assuming all parts are good), trying to sell the motor with bad lifters will get a lot of lowball offers...if not interested in parting out the "bad" 5.3 is prob worth $250-$300 by itself
