I got mine from a ford dealer in Virgina about 2 hours from here. I think I paid a little too much, but still a ton less than a LTZ with 100k on the clock. Mine only had 70k and was front line ready.
Remove that gasket retainer(the tan plastic thing), reinstall the retainer into the gasket, and snap the whole thing into place. Mine was like that when I got Mine.
Chalk it up to the aging process of the vehicle.

You most likely have more info available than GM customer care will pass out. When I purchased my Harley Used at the dealer, It was my buddy that worked in parts , that gave me the history of the bike, as it was a rental bike out of Sturgis.
Actually Guys Somewhere on TYF there is a link to send a PM to GM Customer Care with your VIN and usually within 24hours they will email you a complete list of RPO codes with explanation and build date. I did it and saved the file to my computer.
