    Civilian's are NOT allowed to order/buy ANY new police package vehicles direct from GM/Dealer. It has to be marked as a "used" vehicle. There was some "shenanigan's" years ago with some GM dealers out east selling new PPV Caprices to the public and GM was NOT happy about that !! Dave
