03 hoe A/C clutch not engaging..

I have a 03 tahoe OR with the rear ac and I can't get the clutch to come on. I'm a tuner by trade and when I plug my hp tuners into the truck i cam turn the compressor on and it gets cold. I can also manually engage the relay and it will come on but the control panel inside won't make it come on. I just installed a reman panel from Dorman part number 599-009 and still doing the same thing. Any ideas as to what might be causing this?

On a side note both sides on the front don't get very cold they will go from full heat to warm but not cold so I think a blend door is sticking or something. The rear air will get cold enough to run you put of the truck but it's still warm in the front. Any ideas here?

Check the freon level, wont engage if freon is low but you can get it go on manually from what your saying and you say its not that cold .... means compressor is good.... not enough freon get a kit from walmart with gauge and fill it

Found the problem.. both pressure switches were bad. The pressure was pretty close to where it should be even with the compressor running but I had my buddy evac the system and it inly had 9oz of freon in it. Also my orifice tube was so clogged up that the pressure had started to crush it. After 2 new pressure switches, new orifice tube, and the correct amount of freon its blowing ice cold. After seeing all the smhoo on the orifice tube im sure it will need a new compressor very soon but for now its working.
