Yes to both, but if you skip straight to the tach learning procedure, the 5704 will automatically switch to "tach mode"

The tach input is a connection between the alarm/remote start and the vehicle, so that the alarm can monitor the vehicle, know its running, and shut it down with over-rev protection.
The dark blue status wire is a connection between the alarm/remote start and the dball bypass. Also known as "ground when running", or GWR. They used to name it that like 10+ years ago, and should have kept it like that to avoid confusion. The remote start sends a ground signal, when remote started, to the bypass. When the bypass sees this ground signal, it circumvents the Passlock 2 as if the key were in the ignition.
The 2nd blue/white status wire on the 5704 is the same GWR, but with a slight difference:
Blue Status - will give out a ground signal several seconds BEFORE remote starting, giving the dball bypass time to see it and activate. IIRC, I believe the ground signal also lasts several seconds after remote shutdown, but that part is usually irrelevant to installers/users.
2nd Blue/White Status - gives a ground signal, but only during remote start, and not the seconds before/after. Typically to activate rear defroster or anything else you want activated during remote start, such as a HID/headlamp defeat so your headlights are not glaring into your neighbors house at night while your truck is remote started.
