You have 6 actuators David. 4 up front, a Mode actuator, driver and passenger temperature control and the recirc or fresh air actuator. The former or the latter not working proper can bleed off air flow.
You ought to put a Tech-2 on it, look for internal BCM codes related to the issue and use it to manually control the various systems for diagnostics. It would have paid for itself already.
