Do all 2009 Tahoe's have this?

I take it this is a way to manually shift up and down correct?...If so any way to add this to a 07 or even my 08?

All vehicles both 5.3L (starting 09+) and 6.2L (Denali's/Esky's 07+) that have the 6 speed transmission will have that + and - button.

Sorry. Did not know that. I thought I read it had something to do with the 6.2 and the transmission they had with them...

I have it in my truck (07 yukon), but the buttons do nothing. I actually have the Denali one with the leather wrapping...

They only function when you put the shifter in 'M' below 'D'. It allows you to shift gears manually and it will hold that gear until you change it. I use it alot on my Escalade to stop it from hunting gears when I'm going uphil. Also good for the drags from stoplights :)
It is a pretty crappy system IMO compared to other cars I have had with Manual shifting autos. Porsche Tiptronic with steering wheel up/down on either side of the steering wheel is much more user friendly and enjoyable to use. The column shift is kinda awkward to use.

I agree. My X5 had the tip tronic you just pushed over and could shift up and down. I had it chipped out so that, among other things, the transmission responded immediately to shifting and had no delay. That is my complaint about the denali, 1st to 2nd is almost instant (at least consistent), but 2nd to 3rd, it waits until it is ready to shift... Anyway, that is not what the denali is for... and that is not the purpose of the +/- switch...

By having it chipped did you get a tune? Or is it just something you do to the transmission? Please explain more. Thanks.

I've got it on mine, just called a "tap shift" for towing. It's like the old push button tranny's that you control the shifting.
