I have an 03 Z71 Tahoe and was curious if a bumber from a 1999 Tahoe will fit? I know I might have to modify the brackets, but I was curious to know if anyone knows if the basic shape will be the same?

No your tahoe is a NewBodyStyle Tahoe or NBS so you would have to get a bumper from a 2000-2006 Tahoe

Any chance of you selling the lower Z71 Valence? I would love to swap mine out to put the Z71 Fogs in.

sorry...no....just looking to either put an offroad bumper on or push bar on.
