Next step would be to find out if they replaced the fuel pump by itself, or the fuel pump assembly.

Great idea!So from here you will need to do a little bit of diagnostic work.
It sounds like the fuel pump might not be priming when the key is initialized.
To check this one, you would need to be under the truck, while someone else sits it the truck. Have them turn on the key, but do not engage the starting side of the ignition. Listen to see if the fuel pump primes.
I will try that as well!You could also go into your fuse bank, and swap the fuel pump relay with one from another location. See if it primes the fuel system KOEO (Key On, Engine Off).
