2018 Premier Kick to open tailgate

RE: 2018 Tahoe Premier: After an accident and after the body shop repair, the tailgate kick to open function didn't work. The body shop replaced the module and it still does not work. They want to bring to a dealer to reprogram the computer. Does this make sense? Thanks

The dealer said it was the module but the body shop had already put a brand new one in. The body shop had an " expert" look at it and said everything is communicating but still isn't working. They want to bring it back to a different Chevy dealer. Has anyone had this issue and was the dealer able to fix it?
