2DR Rear Seat Fold Issue

Just picked up a '99 2dr. 192k miles runs like a charm. I'm having trouble with the rear seat fold. When I pull the 'release' lever nothing seems to release. I can see that the cable is still attached to the lever and pulling like its supposed to. I can find some info but mostly on the 60/40 folding seats so its been a bit of a hunt. Any ideas?

hmm have you tryd pushing down on the seat then pulling the handle?
