4wd not working

I have 1997 yukon 4dr. It has the 3 button dash 4wd shift and am having problems with it not working. The buttons light up at start up and then the 2wd stays lit. When I go to push the 4HI or 4LO neither work or even light up. I crawled under to check the power going to the actuator. I have 12 volts at one terminal in the plug but nothing at any of the other terminals. I tried testing them with the truck off and also with the key on and someone pushing the 4wd buttons and still nothing. Do I only get power there if the encoder moter is working first? I have checked both fuses in the dash fuse box and both are fine. I thought I might have read somewhere about a relay at the tccm but not sure. If so could this be it. How can I test to see if anything is working (actuator, tccm, encoder motor)? Been searching the internet and don't really come up with much of an answer. I am not the greatest at diagnosising everything but if someone can lead me to what I should do or check I would really appreciate it.

P.S.- also bought the truck this way and the guy told me his mechanic said it was the encoder motor and would cost $600 to fix. I want to know for sure so I don't dump more money into it than I need to.

One of the wires on the the actuator is hot when the key is on. This 12v is used by the actuator motor to engage and disengage.

Applying 12 volts to the wire that comes from the transfer case switch (Lt blue) should engage the actuator if it is working.
