Absolutely. Just having the locking tangs and o-ring groove portion of the cap is crucial. From there, you can do anything with the cap you want, the possibilities are endless.

Now my only question is: if the cap is meant to keep out moisture then the housing is air tight. How will the led cool itself off

I ride snow machines up here in Alaska quite a bit. There's a material called frog skinz that's been on the market for awhile now. It's a vent material designed as breathable, but prevents intrusion of water, snow, etc. maybe it's worth a try for you. Google it, see what you think.
