95 tahoe heater control help

well this is my first post and need a little help. first i have a 95 tahoe 4x4 2 door and my heater controls do not seem to be getting power to them, first the fuse is good , i checked with a test light at pos side of fuse #12 i believe and it was very dim,i checked other pos fuse sides and was real bright,so i took a jumper wire from a spot in fuse panel that had good voltage and with a jumper wire ran it to the heater fuse location and it works fine,but without jumper no dice,what could be my problem not getting 12 volts at heater fuse location?any help would be greatly appreciated thanks

If you can verify that fuses 11, 17,23 and the power windows circuit breaker line side(supply) connections show better than #12 then either your ignition switch is fualty or the orange colored supply circuit from it to the fuse block is fualty. Refer to the diagram below as you can see the circuit splits into two paths in the switch. SHould also be effecting fuses 6, 24, and 18. If not then that one line terminal for #12 is fualty requiring the replacement of the curcuit bus bar but I am pretty sure you can not buy seperately which would require replacement of the whole block.
