So here's the skinny... it was in fact the bundle of wires which include the starter wires had melted through the loom and fused itself to the block near the bottom of the block... I pulled it away from the block and replaced the 40 amp fuse and it fired up straight away...

It was raining outside (I'm in Detroit) and I don't have the luxury of a garage but now since I know what the issue is and how to fix it, I can drive the truck to MY house where I do have a garage and I can really fix it...

Thanks a HEAP for all your help guys!!

Any ideas on how I can prevent this from happening again?

Sounds like the starter exciter wire is shorted to ground, if its not rubbed onto the block somewhere, the solenoid or motor has failed and is drawing to many amps.
