'99 Hoe throwing P0107 code

It has been an ongoing battle to get the bugs worked out of my 99 Hoe. After changing everything on the fuel system, it still acts like its starving for fuel. I managed to track down a code reader, and it pulled a P0107 (MAP/BARO Circuit Low Input). I checked the 5 V reference circuit that feeds power into the MAP sensor, and the best it will read on my VOM is 0.18V. That is a serious voltage deficit. So I figured the problem is either with the PCU (computer) or wiring. I checked the fuse box under the hood (missing lid since I bought it), and man, are the fuses nasty. All check good with my VOM, but the legs of the fuses are all corroded. Anyone have a good diagram of the fuse panel, and any ideas on how to clean the contacts in the fuse panel?
