AC air conditioner issues clutch

no cold air after charging the very low charged system to correct charge
Clutch kicks on for 2 seconds then off for 5 seconds

inside Fan blows only on max 4 setting
96 original motor & trans w/ 238k

If it cycles that fast then the charge is to low or high still.if fan only blows at highest setting then blower resistor likely burned out. Located Behring glove box mounted on top of hvac box with inline plug in it.
