I know that the condenser relies on air moving through it to cool, but mine is practically room-temp when I stop and idle for a bit. What can I do to help it work better? Air is nice and cold when cruising.

I just picked up my 2023 XL today. The fan is very loud. Do you have that issue?

No... this is the section of the forum for 2000-2006 models.
Is it the 2003 and does it have a fan clutch or electric fans? I am guessing a fan clutch? Unless you upgraded. Make sure you have real good flow across the condenser and also make sure your fan clutch is working correctly. But, the first thing I would do is attach gauges and see if the pressures read as they should because you may just be low on refrigerant from a leak.

Correct... clutch fan. It seems to work fine. It gets loud when it's hot out and doesn't disengage as soon as it usually does. When it's cooler, it disengages around 2500-3k rpm.
Would low pressure cause this? Because it's nice and cold when I'm driving.
Yes, low pressure that is right on the edge can act like this.
If that is the original fan clutch on an 03, then I tend to agree with @91RS, and the fan clutch is a good choice to replace but I would still attach gauges and get some readings. Basics first.
Concur with @OR VietVet and @91RS , high likelihood you have a fan clutch issue. However, I would most definitely put a set of gauges on it to verify proper servicing. A good set is not that expensive and they are easy to use.

Thanks everyone. Ordered a set of gauges to check that first before throwing parts at my rig. I'm sure I'll use them again in the future.
