air not coming out of defroster vents?

i have no air coming out of my defroster vents. i reached under the dash this morning and couldn't really see but felt one of the arms that was not attached. how does this attach? is there a known issue why these come off? a plastic clip or something. i wasn't able to test any more than just to know its not connected. basically just need to know what to look for when i do get time to look at it.

Look at 28 and 29. Should be visible from gas pedal area.

I got the arm back on the rod and watched it actuate but I still didn't feel a lot of air come out the top vents. Guess I will test it in the morning. I hope its good.
