anit-lock brake noise

Any one heard a noise like the traction control is trying to engage when you start going on dry pavement? It happens everytime the key is cycled on and off then you start going and it makes this noise. My dealer thinks it might be something in the anti-lock brakes. They cannot pinpoint the noise or the problem. Just wondering if someone else knows what is causing this noise. Thanks in advance this noise is getting on my nerves.
