I believe it works with up to I think 4 vin's (might be more not 100% sure), each has to be licensed and however many tunes are purchased.
a tune is tied to a vin, you can't just go use it on anything willy-nilly.
I have 2 vins on mine and the associated tunes, I can use it on either of my trucks.

You will also need a Windows-based computer. It can be a desktop or laptop as long as it is running Windows.
