Can’t get liftgate to open 3/4 on ‘18 tahoe

No, you can only program the "3/4" setting. But, you can set that one to full opening height.

You can program either. Instructions are in Owners Manual and the video above. Works for 3/4 spot and Max spot

Even a 2wd should be high enough to clear 6'3" head. My 2wd 2105 Tahoe certainly was

I only know because my actuator was broken. I was digging in owners manual trying to troubleshoot

Ok, I’m calling BS. Can anyone put their tailgate up in MAX setting, then push up on the tailgate to increase the height, press and hold the button on the tailgate, and get the lights to flash and save setting?
On my Denali, MAX setting cannot be changed.
My Denali is OEM height and I cannot walk towards it from the rear and not duck without hitting my head standing at 6’3”.

No. It’s only the 3/4 mode. Can’t adjust the Max setting. [emoji20]
