Can you identify this engine bay part?

So i noticed this part with a bracket in the engine bay of my 2 door 96 tahoe. Might have been like this since radiator was replaced a year ago. Its located by the washer fluid reservoir fill. If you can name it,what does it do and or cause issues?

I don't know exactly what that is but it looks like a carb jet.

It appears to be disconnected, it connects to a hose below but hard to follow without really getting into it.

It looks like the vent tube for the front diff with the cap broken (cap keeps water or anything from getting in). You can find the cap in most junk yards

That is what it looks like.

On my 1998 it is clipped to the fan shroud...

Yup, the metal tab goes on the forward bolt holding the 2 radiator shroud halves together.
