Cruise Control - Below 50 degrees

The cruise control will not activate when its under 50 degrees until the vehicle has been running for awhile. For instance, I was traveling up north last week and the low was 30. Started it and let it warm for about 5 minutes, stopped got gas and got on the highway. No cruise for probably 50-60 miles and then it started working. Yesterday the high was 60 and it worked fine.

Any ideas on what to start with to resolve?
