Well the right way to conclude diagnostic testing is to pull the cowls off the steering column (not hard to do) and test voltages there using the same schematic.

If you have voltage going in at Terminal A but no voltage coming out of Terminal B & C when the Cruise is set to "ON", then you need a new multifunction switch (turn signal stalk).

Replaced the stalk, still no fix... Should have tested voltages while I had it all apart
