Dash illumination problem

My illumination on my ac unit and radio is only half lit, I swapped my unlocked radio from my 97 into my 2002 tahoe and all the same bulbs are out, could it be a bad ground I'm scratching my head, all ready replaced my dimmer switch and checked all my fuses. Any help at all would be appreciated.
