DIC dims during day in Auto headlight mode

I had the DDD (Dim Daylight DIC) problem when I bought my 2013 Tahoe with 125,000 miles. Replaced the instrument cluster circuit board chip, still had problem. With instrument panel control set full brightness, the DIC lights were bright in the garage but dimmed as soon as I drove out into the sunlight.
I finally had a hunch the problem might be replated to the Auto headlights mode so I turned it off (turned the exterior lights knob to off and released it) and the DIC lights stayed bright.
So I have a work-around, but now my DRLs are off and I have to remember to turn on my headlights.
Has anyone else had this condition and figured out how to fix it? Since it's not the usual DIC chip fix, any ideas where the problem might be? The day/night mode works otherwise and the sensor is not covered.

Check to see if your head lights are on during daylight which will make dim lighting on your cluster, if head lights are on during daylight your sensor on dash isn't working properly.

Thanks. Turns out my DRL aren't on after all. When I pull into the garage the headlights come on and I thought that was the driving lights. So the sensor isn't working properly after all.

Great problem solved!
At some point I'll address the DLR problem but for now my new starting routine will be:
Turn off auto headlight mode
Turn on foglights in lieu of DLR
I can live with that. :)
