Ok I already replaced the vent solenoid. Tested the plug for 12 volts which I have. I want to pull the PCM plug from the computer to test the white wire for Continuity but don't know which plug it is. After I clear the CEL 2 seconds later it's back again, I'm thinking I have a break in the control wire keeping power to the vent all the time.

I jumped the plug with a test light and the CEL will stay out. The test light also remains unlit which is correct. I got another new vent solenoid thinking that my new one was just a fluke bad one but the light came right on again. I also checked the connection from my white wire on the vent valve to the computer and it's intact and partially replaced. Not sure where to go from here. Purge valve behind the the alternator is fine too

You mean there is continuity.
So is there any ground present at the circuit . DO you have a tech 2.
If you have a tech2 then check if the vent clicks

Check For a Short To ground. the White one.
Might be shorted.
If Circuit is Ok Then I am afraid that it might be the ECM.
Do you have any Fuel Filling Problem .
If so there is a bulletin.
Waiting for your reply

It turned out to be that the pins on the stock harness were tested with a multimeter and the contacts of my new solenoid weren't touching. Lights off I'm good
