Thin sheet metal lasting 11 years in what I'm sure is a salted area seems like a reasonable life span to me.

Strange to me. My 08 Tahoe has half a splash guard on that side and the cover is a tad on the dusty side of rust but it is solid to the manifold.

You in Snow country? Here in Idaho they dont use salt on the roads as much as say Utah or Wyoming.
