EVAP Question

My purge solenoid is lacking vacuum which results in a woodpecker sound coming from the solenoid. I ran an independent tube all the way back to where it connects so it doesn't appear to be a vacuum leak in the line. Its tube plugs into a canister near the fuel tank and I was wondering what to check. I have come across so many references to solenoids and vent valves in my research that I am now more confused than when I began.
