I'm late to the party here, but having just gone through a somewhat similar evap leak problem i may have some insight.
Your screen shots look like mine, different brand, same screen.
the test only runs when the tank is between 1/2 and 3/4 full. So, if your tank isn't within that range, it won't run and it'll give you just what it is giving you.
I disconnected my battery overnight and the next day same issue, ran it down to just over 1/2 and it went away.
My state (Texas) will pass it IF everything else is in order, including the cap, I think others do too.
