Front Air doesn't work back air does

When I am driving I can feel cold air coming out the the vents in the front but when I am stopped I feel nothing. The back air remains cold and blows all the time. I was having a problem a couple weeks ago where the air would remain on when the car was turned off but it does not even do that anymore. Has anyone had this issue?

I replaced the blower resistor because I thought that was the problem but that did not resolve the issue. I am starting to think it is the actual blower motor now.
