Front wheels seem to lock in 4 high only

By any chance are your front tires worn considerably more than the back? That will cause it to pull to one side in 4x4 because you in essence reducing your ratio by smaller tires

If you had different gear ratios, the moment you put it in 4 wheel drive you'd hear a horrible sounds. If it's different gear ratios, the transfer case would be destroyed already. And possible both differentials.

Measure your tires. Check sizes. Check pressures. Might have different size tires which would cause issues similar to having different gear ratios

ignore the ratio in the transfer case it is just telling you how low the outputs can get but in 4wd the outputs are always identical. it is the front and rear diffys should match.
