Just picked up a set of cross rails from dealer for my 2021 Tahoe Premier. These list for $255. First step states “remove rivnut plugs prior to rail installation (not shown)”

Problem is there aren’t any rivnut plugs. In fact there aren’t any holes on the side rails. Anyone know anything about these. Part no = 84683395

A quick google shows you got the 2015-2020 rails. We had those on our old Tahoe and they bolt in. The new 2021+ clamp on.

Yep, the old body style roof rails bolt on, the new style are clamps with keyed locks. Sounds like OP got the wrong version. The price is also an indicator, the factory cross bars for the 21+ models are $500 through GM, however they can be had on ebay for a lot less.
