Heater Fan Icing Up

After replacing the resistor 3 times and the blower fan twice, I still can not find where the heater box is leaking water into it (and the passenger side floor for that matter).

I took apart the wiper tray to make sure it wasn't clogged up with leaves and it is clean. When I took the blower motor out last time there was water in the heater box. Is this a common problem? Is there a fix for it? Right now I have resorted to keeping a few 30 amp fuses because they always pop when I turn the fan on high and a rubber hammer to hit the bottom of the blower motor to break up the ice and let the fan spin. It's getting too cold to drive the diesel Beetle back and forth to work, it barely gets warm after a 10 minute warm up and a 13 mile drive.

Any help is appreciated. I'm going to tear everything apart again today and see if I can find anything
