It should pass with one monitor not ready, at least here in Utah that's how it works.

The O2 monitor will run from a cold soak (meaning your engine sits long enough to cool off such as overnight). This lets the O2 heaters run long enough to run the tests.

You may have current codes but a faulty MIL. Hook it up to a code reader and see if you have any current/pending codes.

I had the same issue with my old winter beater, a 98 Oldsmobile. Had a dead battery and changed it, then drove it around for about 150 miles and still had 3 monitors not ready. Probably needed to sit overnight to cool off to ambient temperature to get the remaining monitors to run through the test.

You won't get a CEL light when monitors aren't ready but you won't pass an emissions inspection either. It's designed that way from what I understand to prevent you from pulling the battery around the block from the inspection station and getting a dirty/faulty vehicle to pass by showing no codes. You used to be able to do that on older ODBI (pre 1996) vehicles.

The evap will run from a cold soak with a half tank of fuel. Drive it to a gas station, fill up and let it sit overnight. Then in the morning, start it and let it idle for 10 minutes. If the monitor has not ran, drive it on the freeway for 8 miles cruising at 65. When you get home let it idle for 5 more minutes.

One of the 2 monitors should have ran and passed by then.
