Ok I'm at the shop getting these installed one does not move as it should for hi lo. Even though I am told they don't get brighter. These are from hidguy.net. I have a call and a message in to them. I did not realize these don't really get brighter they just kind of flash.

I'm not exactly sure what you mean Brian ... are the bi-xenon hids you bought controlled via solenoids? If so the light isn't going to get any more or less bright per se when you go switch from low to high, just the beam pattern changes.

Is that what you mean?

Actually to be honest, I have no idea how hids work without retrofitting projectors, so my comment is probably moot. :)

Bi-Xenon projectors with solenoids only have one light output setting.
You can think of the bulbs always being on 'high' but the solenoid cuts off the upper part of the beam on 'low' setting. At least that's my understanding.
It's like shining a flashlight as a high beam and sticking a piece of metal on top of the flashlight to cut off the top to have a low beam, except the mechanism involved is slightly more complex. :)
Do you have a link to what you bought so as to be sure we're on the right track?

Mmm ... I think I'm getting myself a little confusered.
Looking at the kit specs it looks like all you're getting is hid bulbs without projectors ... in which case i don't even know if you have solenoids and where they would be.
I don't know enough about 'PnP' hid kits to know how a bulb can do high and lows without solenoids.
Lest I give you poor advice I'm going to defer to someone armed with more knowledge than I ... hopefully someone from hidguy can get back to you asap and sort this out for you.
I'm sorry bud, I don't know what exactly is happening with your setup. :(

No prob. There is some kind of switch that moves them up/down when you do high/low. Just one does not work

My hi/los dont work at all, I'm always in lo (or maybe its just always hi?) And its a factory setting that the fog lights go off when you turn hi beams on.

Anyway my lights are plenty bright I don't need the hi beams :)

So, what causes the Hi to be Lo and the LO to be Hi? I rode around with my Hi this morning as it is the lower of the two options. Did they just get something wired backwards?

In order to get that true bi-xenon output you definitely need projectors because (as Soulsea said) the solenoids will determine how much light output you'll have from your projectors.
